Ibrahim Usman Jibril was Born on January 27, 1958 to Late Mallam Usman Maikwato Jibril and Late Haj. Fatima. He is an indigene of Nasarawa State.
Ibrahim Usman Jibril attended Bayero University Kano, where he obtained a Bachelor?s Degree in Education & Geography and a Master?s Degree in Land Resources with specialization in Land Administration.
He is married to two wives Haj. Hauwa and Haj. Mairo and they are blessed with seven children; Mohammed, Abdullahi, Mashkoor, Jabir, Mubarak, Salman and Fatima.
During his national youth service, he served as an Instructor in Map Reading with the Nigerian Army School of Artillery, Kachia ? Kaduna state, Nigeria.
Ibrahim Usman Jibril spent about 25years as a Land Officer in the administration of the Federal Capital Territory, Abuja, within over 30 years of his working experience. He has also worked as a Geography Teacher in many Secondary Schools and a Polytechnic in Nigeria. He has had the privilege of attending an Advance Training Program in Gavle ?Sweden on Land Administration and Geographical Information, organized by Swedensurvey (the overseas agency for the National Land Survey of Sweden) sponsored by SIDA.
Ibrahim Usman Jibril is a land reform specialist, former Deputy Director, Development Control Abuja, haven worked with more than five Federal Capital Territory(FCT)s Ministers, He was once the Director of Land Administration Department of the FCT. Project Manager ? Nasarawa Geographic Information System ? NAGIS, a seasoned technocrat with specialization in urban renewal, spatial data management and land information system. He?s termed as the NAGIS?s Brain Box.
With over 30 years of working experience, He has served at various times as Secretary of the Technical Committee on Rural Lands within the FCT, Ministerial Committee for the Appraisal of Physical Planning and Development Issues within the FCT, Land Use and Allocation Committee of the FCT, Task term on Computerization of the Cadastral and Land Registry of the FCT, which led to the establishment of Abuja Geographic Information Systems (AGIS), a body that is the only official source of geospatial information for the Federal Capital Territory, Abuja ? Nigeria.
March this year, Ibrahim was in Washington, In March 2015, he was in Washington where he attended the World Bank conference on land and property; where he presented a paper Spatial Data infrastructures and land reform ? lesson, from the Nasarawa experience. Same was also presented, at Africa Geospatial Forum in Johannesburg, South Africa between 18-19 August, 2015
As SSA NAGIS to the Gov Al-makura Ibrahim managed a project at scale of US$16,876,561.00 (2.7 billion Nigerian Naira), using modern geospatial technologies to develop a modern geospatial data infrastructure for the state. The project has three components: ? Orthophoto Mapping, Geographic Information Service and Urban Planning & Urban renewal ? a project that commenced in May 2012.
Under this project the state?s land mass of 27, 290sq km was flown at 25cm GDS. Six townships were flown at 10cm GDS. The data acquired were stored in a GIS platform of Nasarawa Geographic Information Service (NAGIS). Land use and Land cover maps were also produced for the entire state. This is an unprecedented development as not more than one state in Nigeria has performed such a fit so far.
His reform activities in NAGIS has significantly increased revenue generation as people are encouraged by the efficient system and the secure documentation to register their land. More people have obtained Certificates of Occupancy (C-of-O) since the inauguration of NAGIS than any past comparable period of time.
This has resulted in significant increases in the revenues generated. It is important to note that these revenues are sustainable, as conveying more C-of-O?s will result in increased Ground Rent collections. As more people obtain C-of-O?s investment in the development of new property surges, resulting in development control charges and increased property tax and tenement rates.
Termed as a workaholic, strict disciplinarian, experienced and a corrupt free technocrat by his colleagues and those whom have worked with him, he holds the highly ranked traditional title of ? Wamban Nasarawa, Nasarawa Local Government Area of Nasarawa state.
Ibrahim Usman Jibril has as his hobbies farming, horse riding, reading and travelling.
In October, 2015, he was named as one of the ministerial nominees to be screened by the national Assembly under the President Buhari Led Administration.
