The name Chouinard goes back several generations in the Tours District of France. Jacques was born in the town of Beaumont-la-Ronce on January 6, 1663 to Charles Chouinard and Elisabeth Valin. Jacques' father was said to be a cloth merchant, and he was one of four children in the family.

Jacques migrated to Quebec in about 1685 (possibly as a soldier), and little is known of his early years in the colony except that he worked as a drayman, moving goods on carts. On June 2, 1692, when he was nearly 30, he married a 14 year-old girl, Louise Jean, at the church of Notre-Dame in Quebec City. He received from Louise's father Pierre two horses with harnesses, collars and saddles, a foal, a cow, a heifer and straw to feed the animals. The couple spent their first year living with Louise's parents at La Canardiere. Then Pierre Jean gave some of his land to Jacques.

Jacques and Louise had 16 children born between 1695 and 1720. At least five of the children died young, one of whom was said to have "burned in the fire and drowned in the cold water" at the age of 2 in April 1707.

In about 1696, Jacques moved his family to Ilse-de-Oies, an island in the St. Lawrence River. The family lived there until 1702 when Jacques acquired 450 arpents at St-Jean-Port-Joli near his in-laws again. This land would be considered the ancestral home of all later generations. Jacques built a house "20 by 18 feet, covered with planks and with a stone fireplace, a green thatched barn, a shed and a sheepfold."

It's not certain as to the circumstances of Jacques death, but it's believed he may have died at sea on October 20, 1721. His wife survived him by over 30 years. Because of his many descendants in Canada and the U.S., a plaque was installed in his hometown of Beaumont-la-Ronce in 1981.
