House of Representatives, representing Ukwa East/Ukwa West Federal Constituency of Abia State under the plat-form of the Peoples Democratic Party.Nkem attended St. Raphel Primary School Obehie (now known as Central School, Obehie)between 1970 and 1974 , Stella Maris College Port Harcourt between 1974 and 1979, and finally University of Jos between 1984 and 1988, from where he bagged the prestigious Bachelor of Law (LLB) degree.
